Your normal swipe flow works with the photo library on your device. For duplicate scans, you can optionally include iCloud photos, which downloads them from the cloud and may take longer, or run a faster device-only scan.
Open the Review Bin from Settings or via the pill on the swipe screen. From there you can undo individual items, select several to restore at once, or empty the entire bin back to your library without deleting anything.
